Getting a bunch of fishing boats, going to Kinmen, getting their poo poo kicked in because they didn't bring anti-armor weapons, and then retreating was a big defeat for the PLA. It's not talked about publicly but it was a subject of PLA thinktanks for decades. The PLA has come a long way from reverse Dunkirking an island but the institutional trauma of getting their poo poo kicked in, which is also a big thing for the Revolutionary Army, makes them not want to be eager about committing to an insane naval invasion. Naval invasions are super complicated and difficult and even D-Day was almost a failure at much less of distance than Jinmen and Mazu, let alone Taiwan proper.
