There's some cool ideas in the Van Buren document, but you can tell that they needed more developing and fleshing out to meet their full potential. New Vegas made the right call with what concepts to cherry pick out and keep - same with how some of the wackier stuff from 2 was quietly put in the background.

He seemed happy to talk about New Vegas when I met him. Though this was at a Star Trek con, so it's possible he was just glad to be able talk about anything that wasn't Star Trek for a moment. He even started singing the song from the little mermaid when that came up.

He's not using any fast travel, so that's unlikely, since you can't generally move fast enough to get 2 full cells away from someone 'running' after you, unless you manage to lodge them into a joshua tree or something. (I know this from my many trips escorting Sgt. Mcgee through Scorpion Gulch to Camp Forlorn Hope.)

It's kind of annoying because you can only do it with 90 Speech. I forget exactly how much Speech I was able to stack with consumables, but you at least have to plan ahead for it if you aren't heavily investing in Speech if you wanna do it

I think it's the best ending for Honest Hearts to do that. I was thinking about how Charisma is almost useless in New Vegas, since it doesn't provide a bonus to speech checks, unlike in Fallout 3 and 4. It would be interesting if it gave a bonus to every type of speech check - the dialogue to convince Lanius to end the war could be require a check of 110, so that you'd need 100 Speech and 10 Charisma to simply talk Caesar's Legion to death.

The sweet spot is having between 65 and 89 so you can pass the first check and fail the second, thereby giving the best line in the DLC that I almost thought was only recorded for the trailer.
