Jim Justice is the richest man in WV and I guess he just doesn't give a gently caress because compared to the other super red states, West Virginia had far and away the best COVID response. He was more like Hogan running MD than the other Trump hugging governors like Noem, DeSantis, and Abbott who made it into a political issue. I'm not super familiar with WV politics, I just recall being often surprised at the reasonableness of that state's response when compared what one would expect out of West Virginia.
The number one thing you need to know about BIG JIM is that he has no political convictions of his own. He will say and do anything to get elected. He was never really a Democrat, he just temporarily switched parties and ran as a centrist so he could avoid a competitive primary. He will do whatever is popular in West Virginia. 95% of the time this is a bad thing because the majority of West Virginians are fully FYGM types that have gone from being nominally "independent" to full on chud cultists in the span of 12 years, once Obama forced them to face the reality that the Democrats weren't the party of racists anymore. So most of what you get from BIG JIM is culture war bullshit, clinging to guns and religion, propping up the coal and natural gas industries, and putting on the good ol'boy persona to hide the fact that he's the closest thing the state has to an aristocrat.
BUT
this also means BIG JIM wants to give his constituents stuff and money, because everyone wants that as long as he avoids the word "welfare" or mentions any Democrat by name. So rather than adhering to the party dogma of not doing anything at all, he has been supportive of government spending And since so many in the state are high risk with COVID there is more pressure on him to actually have a decent pandemic response. He has been on the OPEN ER UP train because, again, that's what his constituents want, but he's got an actual mask mandate that he says he won't remove until they're at 70% vaccinated. There are/will be vaccine clinics at post offices, schools, county fairs, workplaces, etc so that people can get them without driving two hours to the nearest actual town. He's doing a good job in this particular area because he wants that Senate seat and being the hero who saved his state from the pandemic is a good way to get it.

Oregon is a good House seat to worry about, since while the Dems have a supermajority in the legislature and hold the governor’s office, they granted redistricting power to the Republicans on the promise the R’s won’t obstruct every bit of basic legislation by illegally walking out on sessions like they did last year. So yeah, I’m sure that’ll totally work out fine and dandy.

They didn't "grant redistricting power to the Republicans." They (idiotically, yes) gave 50-50 control of a redistricting committee to the GOP. What this means is the maps will likely be drawn by the Oregon state court. Big difference between that and "grant[ing] redistricting power to the Republicans".

Get outta here with yer book-learnin', either way it doesn't exist!!

e: like to be clear this isn't just pedantry, I can easily see some way in which they manage to demonstrate that there is no "systematic" racism in the state laws or code, i.e. there's no explicit text on the books explaining "this is how to do a racism, go forth and be racist", when the entire point of what they're denying the existence of is unconscious biases built into the everyday machinery of life; and then when someone says "Uhhh no we were talking about systemic racism" the moment will have passed and they'll be derided as nerds

Whether that would come about by malice or ignorance is an open question

Or a lawsuit? If this law passed, for sure there'd be cases of teachers getting hauled in front of a judge for engaging in the terrible civil disobedience of telling kids that slavery is bad and unconscious bias exists. At that point maybe a lawyer could make some hay out of the bungled language of the law?

I would kinda hope that it would be more of a constitutional issue or something, though.

In fairness to the original take, it is completely boneheaded of the Oregon Dems to give even 50-50 power for a promise the Oregon GOP will inevitably renege on. Hopefully the Dems can just as easily renege on their side of the faux-bargain, I'd prefer an actively-gerrymandered Dem map to a court-drawn one.

I love it when economists working at the Fed pretend to not understand business for news quotes.

Like we used to get a few stories a year about how the Fed was "puzzled" about how wages weren't growing like they should with low unemployment.

Now we're "puzzled" about how they aren't growing with high unemployment.

It's almost as if business are exerting downward pressure on wages and labor has been hamstrung in it's ability to fight it.
