They're mystical and they're tied to Bajor because of Reasons but...they're still beings tied to this universe and not actually gods. With all the callbacks that they did to TOS I wonder if maybe they were deliberately laying foundation for a potential future where the Bajorans eventually move on and the Prophets are left to slowly evaporate without anyone to believe in them. Who Mourns for Adonis, etc.
