My mortgage provider insisted that some (but not all - there was no discernable pattern), were printed, hand signed, then scanned. Same for a bunch of local government docs.

that sounds like bureaucracy, where they know that some recipient hates electronic documents but accepts scans

My request to transfer my part of the house payment was one of them - alarmingly that form also required me to provide my phone number. I'm just hoping that it was just there for cross referencing purposes...

Thinking through the whole process I'm not actually sure what they were using to authenticate my identity at all

srs answer: We have stuff like A0 plotters to print large, detailed maps in full colour. Those aren't affected of course since they behind print servers and nobody uses windows print servers unless they love restarting the print spooler every few hours.
