I was always under the impression that the point of the elevator was to lower the energy requirements for getting heavy cargo into orbit, not the other way around. loading up the elevator with millions of tons of ore or something seems like a great way to break the elevator and then the planet below it. an elevator that was strong enough to lift a payload that weighs X amount going all the way up, would also be strong enough to lift the payload going all the way down obviously if you load space rocks at the top that's a larger mass than the maximum that the elevator was rated for when hauling spaceship parts from the bottom then you'd have problems, but why would you do that
