China's building a 1600 km higher-speed (160 km/h) railway right now from Chengdu to Lhasa, through the Himalayan foothills. The total cost will around USD $50 billion. A similar line from Urumqi or Lhasa to Tehran via Kabul will involve about 4000 km of railway through the Hindu Kush, which is significantly more challenging, plus security and international issues. I doubt it can be done for less than $500 billion. No one has that kind of money. edit: No one has that kind of the money except for the US, and even then it's only for wars.

For example being a local merchant meant you had to constantly pay out protection money to the local central government police, town checkpoint guards or military to not get beat up.
