Supposedly, it has a bit of a poor trigger and some quality control issues. I think the PLA has a new rifle coming out. That said, I would say in general the 1990s were very much a transition-era for the PLA between basically 1950s era Soviet equipment with some local improvements and the incorporation of more Western technology. It isn't so much that the Soviets/Russians didn't have comparable tech but it is just how the Sino-Soviet split worked out. That said now, I think things are honestly on a pretty even keel.
