Giving them a free blocker is very bad. Using a card to deal with the blocker you gave them is horrifically bad.

That card is not particularly playable in anything but limited and in limited it's at the power level of a medium curve filling common. How exactly do you plan on killing the 1/1? Spending a card and 2 or 3 mana? This creature is awful if you're spending 2 cards on it. If you don't and the opponent ever removes it then it's worse than every other 2 drop you could play because it is straight up benefitting your opponent to have played it.

I'm into this, obviously good against decks you run removal against anyway, and I like it with Cordial Vampire as mentioned. For vampire tribal it might push things in a new direction, or maybe that's not where it should go and it's for more of a Aristocrats deck, although that might put it in company of Blood Artist anyway. It's probably not great against decks that didn't have many creatures to begin with, they'll have a chump block for a turn which gives some time to find a sweeper or other removal.
