It reminds me a bit of the laws around 'extreme' and 'drawn' pornography where they were supposed to crack down on loli weirdos but then legislators started asking "hang on, what about all these hardcore ancient greek sex plates?" and "Correggio's Leda and the Swan breaks all of these several times", to the point where it ended up being so specifically written as to be almost useless, and then still wasted more time going after bus drivers for Tony the Tiger porn. The correct objection would be more like "if the police still don't take misogyny and street harassment seriously and can't stop their own officers raping women, what's the loving point in more vaguely worded laws to ostensibly protect women from public harassment?"

I guess your cat could still jump inside it but I'd think the hanging style would be less attractive than the type with supporting legs.
