The OSHA approved method of cycle safety is to mount a speaker blasting Move Bitch by Ludacris at max volume when cycling on the sidewalk.

Wrong. If someone makes a mistake in their life, even once, they should be financially or physically punished by whomever feels the infraction warrants it.

I have a truck horn installed on my bike. It comes in very handy, but the battery trailer slows me down a bit.

If they're on the sidewalks, or running a red light or stop sign when I'm trying to cross the street, sure. Or they could actually obey the traffic laws or something stupid like that and maybe not text and ride (that was the cause twice). I've been hit eight times in the last ten years since I moved to bike-friendly Berkeley, and I've dodged so many others.

Does this rely on two quick releases to activate simultaneously to not rip the person in half?

I think each of the quick releases is connected to his harness, which is of one piece. The forces don't run through his body, but rather through the straps of the harness. Still doesn't seem great.
