If I don't have a specific deck in mind, and generically can spend like $1-2k /yr what's the best thing to do?

Save your money until you are ready to play, then buy in. Two years is a long time for a lot of reasons, not the least of which is meta shifts could make whatever you bought now irrelevant by the time you get to play.

If you want to build a collection for kitchen table play or just because you like having nice stuff, that's it's own thing. Totally understand. But if your goal is "start buying cards now so I can play modern in 2023," start a savings account specific for it and force yourself not to spend it on other stuff along the way.

I think the goal is to have a big enough collection for kitchen table play, especially in a few years when my kids are old enough to be interested with the added benefit of being able to potentially play some formats that aren’t on Arena when in person play becomes more of a thing again. At the moment starting from a base of zero cards so just wondering where to start with that in mind.

If I wanted to buy singles is there a goon approved place to do so? And if I wanted to just preorder a box of boosters from upcoming sets what’s the best place to do that? At a local store?

If money is burning a hole in your pocket the enemy fetchlands are at an all time low at the moment (as cheap as they are going to get when everyone knows they are great) and are never wrong to own. If you want more than that you can always buy stuff from recent ish masters sets, mtgogoldfish has price histories and they have most popular cards by format listed. Just buy cards in the trough and rinse/repeat for the next two years. I don't recommend buying boosters of standard sets for modern, so few cards usually make the grade it's not a good value to just crack standard boxes.

You should buy from your local game store unless they suck, don't buy from amazon/ebay and if your LGS is trash or out of a single Tcgplayer.com is a good place to go and most ppls yard stick for trading values to boot.

If you want to crack packs its modern horizons 2 right now but MH1 also has some great hits and is usually slightly less than mh2 price wise

Honestly, for kitchen table play just buy those 'theme decks' the professor keeps hawking on his videos. It's ten bucks for a neat beginner deck based on a concept. Your kids are going to suck anyways, so really do you want to have a five year old shuffling a ragavan, bloodstained mire, and Blood Crypt?
So you buy the theme deck, they find one they like, and then they'll on their own (if they like the game) go to gatherer or scryfall and they'll look up the improvements they want to make to their decks. And because they're new players their want list won't include shocks or fetches and instead include expensive techy answers. Like if one of you ends up with a good artifact deck they're going to want Shatterstorm (twenty cents) and not Shattering Spree (five dollars) even though we know spree is the better card. And then you can use it as teaching moments why Ancient Grudge (ten cents) might be the best fit.

The Vapor's Turning Japanese: The Asthetic.

The genre was borne of the rise of corporations and electronics (and transhumanism) generally rather than anything particular to Japan.

Do Androids Dream of Electric Sheep is considered the first, or proto-, cyberpunk novel (Bladerunner is based on it) and it doesn't have anything to do with Japan at all. Philip K. Dick's comments on what drove the novel's existence: "Our environment — and I mean our man-made world of machines, artificial constructs, computers, electronic systems, interlinking homeostatic components — all of this is in fact beginning more and more to possess what the earnest psychologists fear the primitive sees in his environment: animation. In a very real sense our environment is becoming alive, or at least quasi-alive, and in ways specifically and fundamentally analogous to ourselves...Rather than learning about ourselves by studying our constructs, perhaps we should make the attempt to comprehend what our constructs are up to by looking into what we ourselves are up to"

It's a lot to do with acutely felt alienation, which was ratcheted up in the post-war era with the aid of the electronics and technology boom. Dick cites Hubbard as inspiration for Do Androids Dream of Electric Sheep.

Maybe this guy that flies is just sort of passing through, you know?

1980s Anxieties about Japan as an ascendant and presumably soon to be unchallenged dominant commercial and financial power certainly crept into some cyberpunk (including the TTRPG and recent computer game based on it), but it's hardly a sine qua non. It tainted a lot of cultural waters, including beloved Christmas favorite Die Hard.

peep the SA mtg card buying/selling thread before heading to an LGS or tcgplayer. standard price for singles is 10% below tcg mid which is usually the best price you're going to get compared to an actual store

I imagine you might also be able to find stuff on Facebook marketplace or one of the multiple MTG buy/sell Facebook groups but I've never used those

Yup, Chiba is even in the precursor short story to the Sprawl series. I'd say Japan did have a notable degree of influence on Gibson in particular - the Walkman was released in 1979, cementing Japan as an electronics hub/powerhouse in a way that wasn't present - in Zeitgeist - until the 80s.

Yeah I actually think Thoughtseize is the real reason to do the black splash, but then the hand disruption dovetails so well with Bob for the reasons you mention that they seem like a natural pairing.
