They did https://www.youtube.com/watch?v=lALvansCdb4 Dave said the Backlash trios match after a teased unification was "always" the plan, and the advertised match on SD had no planned finish beyond the post-match angle of Reigns beating up Riddle and Orton to set them up as challengers to him. Early Friday they still weren't sure about the actual match itself, and eventually Vince decided on pulling the trigger on the unification

So it's being reported that Sasha and Naomi left long before the 6 pack challenge had been announced (apparently they left before Raw had even started?), and WWE decided to go ahead and announce the match anyway, just so they could say later that Sasha and Naomi had ruined it by walking out. Also, the Becky Lynch/Adam Pierce segment wasn't a spontaneous decision; they had it pencilled in for a few hours.
