I feel like it's always that way, really. When people are bad actors for years they do a lot of shady poo poo, so when the dam finally bursts it really bursts, but when the bad actor has a position of power (social, financial, whatever) it can be very difficult -- and risky for the whistleblower -- to burst that dam in the first place.
