Dorms don’t count as a counter-example here, I would argue - people don’t feel like strangers there even if they don’t know each other all too well. I remember getting chased down the streets and almost beaten up by a crowd of like 40 people from a local dorm nearly 15 years ago, because a friend I was with looked vaguely similar to someone who had beaten up some random freshman from that dorm a few weeks before. My imaginary scenario for that was your random aggressive drunkard harassing people at a bus stop, or someone getting beaten up by a McDonalds at 3am on Friday night.
