It appears to be a set of header pipes for a car engine. In this case it may be because of a limited amount of space in the engine compartment of whatever car this is going in to.

They need them to be a particular length for engine performance, but they don't have enough room to send them straight out.

With a piston engine, the piston needs to push the waste gases out of the cylinder. This requires energy that takes away from what your engine is actually giving to the wheels. This is relatively easy if it's just pushing air around, but takes a lot more energy if it ends up fighting against another piston's exhaust gases.

If you want maximum power out of your engine, your exhaust plumbing needs to be set up so that each cylinder has the same length of pipe before it reaches the shared exhaust section. But some pistons are going to be further from the exhaust than others. So it can require some tricky plumbing to get the right lengths in play while still fitting everything under the hood.

On exhaust manifolds for high performance engines (especially turbocharged engines), you want all of the pipes from the exhaust manifold to be equal in length, that way you don't have overlaps or gaps of exhaust pulses as they leave the engine.

It’s apparently very windy there. You can see the waitress throwing cinnamon on the fire has her second handful blow completely out of view without hitting the plate and some in her fist blows away before she throws it. It looks like s gust caused the poured alcohol to blow sideways like a flamethrower.
