Well yeah, modern apartment buildings are frames of steel and reinforced concrete. This skeleton bears all the load; the walls are mainly about insulation: they're not really supporting anything. I've seen newbuild houses that are similar: some of them you could basically break into by cutting a hole in the wall with a saw, Wile e Coyote style.
