The issue is that it's a flat tax (as is social security AFAIK) so it hit the average person much harder than the well-off.

It's complicated, but the business tax cuts are a lot more problematic.

In fact it's regressive rather than flat (in terms of percent it goes down with income as opposed to being a fixed percentage), even better.
