For some reason all chancellors are like that, even "big John" mcdonnel was pledging essentially austerity via his fiscal rule and promise to try to run a surplus. In return he got absolutely no concessions from anyone but did piss off all the lefty economists the corbyn campaign pretended to be getting to craft their economic platform. All brit chancellors basically have to pledge to do sensible economics except the sensible economics are blatantly stupid and self defeating to anyone with a vague grasp of anything
