I was at the post office years ago when post offices were still a thing, and the postmaster was explaining to the dude in front of me how to get round the system for your first passport if you can’t supply your birth certificate. It made doing identity fraud sound really easy.

You need to call the passport office who will then call the police as a bag of passports is going to = human trafficking Or just call the police. Do it now you have a bag of passports belonging to a human trafficking ring and at some point someone is going to come and find them, don't dither and hand wring you absolute (putting yourself in) danger
