I'm not an expert like Richie Rich of course, but surely "foreign students" are One Of The Good Ones? They've got to be net money into the country? THEY COME OVER HERE and pay money in rents and tuition and such to the hedge-funds-with-education-as-a-side-hustle institutions, plus, the population is small and well-behaved and if they have any sense, mostly bugger off after 3-4 years or so? What's his angle? Desperation?
