🇷🇺 Establishing peaceful life in the LNR
Part 1 - On the work done

Ten months after the start of the UWO, it has become apparent that the reconstruction of the Luhansk People's Republic is not going as fast as we would like it to.

The Russian bureaucratic machine is rather sluggish, and some aspects of peaceful life still remain unresolved, despite the active assistance of the Ministry of Construction, the Ministry of Health, and the beneficiary regions.

🔻 Nevertheless, certain results have been achieved. What has been done?

▪️The Ministry of Construction and Housing repaired 26 sections of highways and 14 roads. Eight reinforced concrete bridges are planned to be built by the end of the year.

The overhaul of the Prosyannoye - Belovodsk - Shirokiy highway, which is 94 kilometers long, has been completed. Stavropol specialists repaired 60 kilometers of roadway on M-03 Antratsit - checkpoint "Dolzhansky".

The roadside was cleared of dead wood and trees along its entire length and a firebreak was dug.

▪️The Lugansk thermal power plant with a capacity of 1200 mW has been commissioned. The Alchevsk Metallurgical Plant and the Stakhanov Ferroalloy Plant are working to reach full capacity.

▪️ On November 17, power supply was restored in Rubizhne and Kreminna. Gas and light were partially connected in Severodonetsk. Obsolete power lines in Anthracite are being replaced.

Two power transformers were replaced in Krasnoe Luch and Pervomaisk, and five in Krasnodon district. By the end of the year, 65 new transformers are planned to be commissioned.

▪️The local mobile network operator MKS continues to put into operation new base stations, expanding coverage in the northern regions of the Republic.

The operator switched to the Russian numbering system, making calls to Russia cheaper and providing access to Russian "State Services", the Pension Fund of the Russian Federation and Sberbank. Preparations are being made to integrate into a unified network with Russian telecommunications operators.

▪️In 101 days, specialists from Voennstroy, with the support of the Russian Ministry of Defense, have built a new multifunctional medical center of 11 thousand square meters in Lugansk. It will combine all the infectious disease services of the LNR. The first admission of patients began ahead of schedule - on November 2.

A state-of-the-art CT scanner was delivered to Krasny Luch. Now locals can get high-quality diagnostics at their place of residence without having to travel to Luhansk.

Modern ambulances were delivered to Severodonetsk, Lisichansk and Rubizhne. Influenza and coronavirus vaccines were delivered on time.

▪️According to the decree (http://publication.pravo.gov.ru/Document/View/0001202211210047?index=0&rangeSize=1) of the President of the Russian Federation, Gosbank LNR will be reorganized and give all its assets to Promsvyazbank PJSC by the end of February 2023. This will open access to pay for goods and services in Russian online stores, and money from the card can be withdrawn in any terminal in Russia.

🇷🇺 Establishing peaceful life in the LNR
Part 2 - About problematic issues.

Unfortunately, a number of problems remain unresolved.

For example, self-employed people in the LNR still cannot officially register on the website of the Federal Tax Service to pay taxes. Access to the service is still closed, as if the LNR were Ukrainian territory.

▪️The issue of rising prices for certain categories of goods is acute.
Despite the fact that the minimum pension and the minimum wage were raised to 10 and 15 thousand rubles, respectively, inflation, high salaries of the military and the demand for fuel on their part have worsened the situation.

➖Poultry and sausage products went up by more than 50% (to 320-380 and 500 rubles per kg, respectively)
Prices for milk, ryazhenka and kefir increased by more than 100% (900 ml packages cost from 100 rubles, cottage cheese increased by 70% to 350 rubles, butter by 30% to 710 rubles per kg)
Prices for gasoline AI-92 and AI-95 fell to 41 and 43 rubles per liter, respectively. However, diesel fuel continued to rise rapidly and reached 61 rubles per liter (up 5 rubles per liter in the week from December 1 to 8).

❗️ Due to a shortage of tractors to transport military equipment, armored vehicles and self-propelled howitzers have to travel on their own to the MPD - sometimes more than a hundred kilometers, which is why there are always several fuel trucks in the caravan.

▪️The combination of these factors not only leads to a steady rise in fuel prices, but also causes the roadbed to deteriorate, destroying the efforts made by Russian road workers throughout the year.

▪️The situation is further aggravated by the fact that almost the entire fleet of trucking companies consists of diesel trucks, which leads to an increase in the price of goods due to the constant demand for fuel.

🔻What is the situation with the availability of Russian communications?

The situation is ambiguous.

On the one hand, there is information (https://www.vedomosti.ru/technology/articles/2022/12/13/954954-abonenti-mobilnih-operatorov-smogut-dozvonitsya-do-novih-regionov) that operators from the "Big Four" will connect national roaming in the "Crimean format" - access to the network through an intermediary - a local operator.

But there is no real confirmation of this. The Ministry of Communications has introduced a bill (https://www.comnews.ru/content/222773/2022-10-26/2022-w43/novym-territoriyam-propisali-perekhodnyy-period-svyazi) that provides for a transition period for telecom operators until 2025.

➖ Now there is an inventory of the surviving property, installation of equipment to filter Internet traffic, and communication providers are reissuing documents to work in the Russian legal framework.
➖Russian operators do not want to enter a new region: the infrastructure may be destroyed as a result of military operations, and due to the complete withdrawal of Ericsson and Nokia in Russia there is a shortage of new base stations - there is simply no place (https://iz.ru/1437672/valerii-kodachigov/import-zameshcheniia-perekhod-sotovykh-operatorov-na-rossiiskoe-oborudovanie-otkladyvaetsia) to take them for new regions.

▪️ With the local operator "MKS" disabled since September mobile Internet (for which they continue to charge the tariff), access to Russian communications should be one of the government's priorities.

🔻Has the situation with power supply changed in Lysychansk and Severodonetsk?

Yes, the work is ongoing, but a lot of time and effort is needed.

➖ In Severodonetsk, the surviving housing stock is connected to electricity and gas. Several times a week, humanitarian convoys with food, water, building materials and medical equipment arrive. Boilers and heating and water supply facilities are being restored.

The situation is much worse in front-line Lysychansk. At the moment, there is still no light in the city due to constant shelling, and gas cannot be quickly restored to homes due to the deterioration of pipes. Because of the winter and cold weather there is not enough firewood for everyone.

The base station towers are powered by generators, which is why there are frequent interruptions of mobile communication in the city. The first generators from Tatarstan arrived only on December 8.

🔻 Any further delay in restoring the quality of life in the liberated territories could lead to a deterioration of the humanitarian situation.

Subsequently, this may lead to increased social tension among the locals. The authorities can cope with the difficulties that have arisen, if they want to - there are opportunities. Problems must be solved not only at the front, but also on the home front.

Two parter from Rybar about state of reconstruction in Luhansk. TL;DR - plenty of infrastructure rebuilt but also still a lot of work that has to be done.

I am talking about Russian claims (honestly I don’t really watch claim videos from either side, it is way too easy to butcher or reuse footage.) The point is they have claimed to have done so.

Random telegram channels throwing up footage doesn’t really much either way (on either side again), the proof is in the reality of the situation. If the Russians hit AD and it effects their ability to conduct operations we will see.

And lol that you blindly take a PR statement from someone in the Kremlin as evidence of anything. Your link doesn't even mention a monetary amount, such solid plans. Russia's been in control of large parts of Ukraine since 2014, how much aid and investment have they put into those regions? What makes you think things are going to be different this time?

But it's very funny to see that you think idle Russian musings are more real than the billions of dollars the US actually put into rebuilding Iraq and Afghanistan.

it's true, the last good warcraft was warcraft 2. it was an imbalanced loving mess, but you could build about 200 units and it was fun to play despite the interface limitations of the time

i can't describe how loving disappointed i was at "no, you can only build 50 archers or 5 dragons now" when war3 released. went to supreme commander and never looked back :v:
