I don't think you understand sloganeering OP. The idea is for something short and snappy that might make you want to know more, rather than something long and factually accurate but boring. "Demand the impossible", "property is theft", "all power to the Soviets", there's more complex meanings behind all of these that are harder to convey in 8 words of fewer

"abolish the home office" is more obviously unworkable than its predecessor, "abolish ICE" which was already not a good slogan

when you write "abolish" something, the most parsimonious interpretation is that you don't think that the things that the entity is doing need doing. when this includes stuff like issuing passports, it immediately hits a snag. "break up the home office" would probably have been better because it allows more leeway for the listener, but it's less snappy
