I have a CPA friend that told me the islands cracked down hard on that poo poo a decade or so ago. The new place to hide the money is in shell LLCs in America or Panama.

bernie, no matter how well intentioned, imo would have balked at the last second. again imo, there IS no fall back plan. if banks collapse, our economy will contract and as the 90s have long gone where we were the only superpower left standing; our standing as the global center of finance will diminish and the fast growing Asian economies look poised to grab their place in the world. our economic model has shifted from buying goods and making products to rent seeking capital gains and debt service - we cannot reliably construct a whole value added manufacturing chain overnight which will be required if we shift from a bank run economy to an industrial one again

more than half of that is from selling off foreign currency reserves to keep the Franc strong against the USD's 2022 rampage and fend off inflation via imports- it worked pretty well and inflation here (so far) hasn't exceeded 3.5% YoY

basically they were balls deep into crypto companies and middle men and had to load up on “super safe” long term treasuries to offset all their crypto risk to regulators, and with rates killing crypto values people saw this risk and wanted to withdraw their money but the rates made those long term treasuries worthless hence bank run etc etc
