So hypothetically, if Putin were to travel abroad to non-curbstombed vassal state or likeminded dictatorship, would he be wanted criminal or head of state with diplomatic immunity? Russia isn't ICC member so they won't be giving a gently caress even after Putin retires or "retires" to live in the farm upstate.

I could be wrong here but any state signed up to ICC has an obligation to hand people over.
