I think the idea that the world can be consumed until it is exhausted, or perhaps that it can never be exhausted, is an idea that stems from things like religions that tell you the earth was put there for you and whatever you do to it is morally right, or from societies that put the decision making in the hands of people who believe they will not be subject to the consequences.

The US have been fairly involved with the Peace Process at almost every step, but they played a role in keeping things moving through the 90s, Clinton personally made phone calls to all sorts of party leaders and stuff to urge/convince/cajole them to stick with it and when the yanks sent Senator Mitchell over as Special Envoy he was the guy who chaired a bunch of the negotiations for the GFA. There's enough concern for the Process to continue for it to be something they're ready to exert pressure over, and given that we've already made ourselves a pretty irrelevant and much weaker power than we were just a couple of decades ago, it'd be pretty unwise to screw around and upset D.C..
