I'd say pick whoever you want, chances are you'll have plenty of cap room to carry a 23-man roster and who cares if "prospects" are waiver-eligible IRL or not.

I have been mulling over what such drastic contraction would do to the league. The AHL would be way more competitive. You'd think the 4th line facepuncher/grinder types would be the first to go and coaches would tend to evening out ice time distributions and running shorter shifts with narrower skill level gaps but who knows.

So the official thing is 23 roster players, a coach, and 8 prospects, but if you do like 21, a coach and 10 prospects nobody’s going to bat an eye I think. As long as you can ice an actual roster that fits under the cap ceiling and over the cap floor, it oughta be fine.
