That's on purpose, same as using 555 prefixes: so you're not getting random people who happen to have that phone number/IP address bombarded.

https://en.wikipedia.org/wiki/555_(telephone_number)

And I'd think that the .0 final octet would be more askance. Sure, it could technically be assigned from a /23 pool or bigger, but in practice, it isn't.

He's sitting on Hawkeye's wallet.

He's just got a little card on his collar that says "I am the dog of Hawkeye, a well-known Avenger and as such you may bill him for this, but he moves around a lot so just forward your bill to Mr. Tony Stark, Hawkeye will definitely get it from him later."

We joke, but that was literally what Iron Man and many other Avengers did for the longest time.

At what point did Kinnikuman/Ultimate Muscle stop being a superhero parody and start being almost exclusively about wrestling (also why)? Also does the anime adaption include any of the former?

Ultimate Muscle is actually an adaptation of Kinnukuman Neo, about the son of the original, so has very little of the other shenanigans. And then it becomes questionably canon when the original series was continued, and characters alive/dead situations stop lining up with Neo.

As for why... It was probably around the time pro wrestling started getting mainstream-big, and while superhero parody had been around, wrestle-parody with a side of 'no but it really is real' was just getting started!

In that case did the original ever get an anime then?

Yes, and the first episodes adapt the general superhero joke stuff before the beginning of wrestling times.

Well, the beginning of being exclusively wrestling times, Kinnikuman has always been wrestling. Terry Funk shows up like seven chapters in and becomes a permanent supporting character.

To be more specific, Terryman, who is just Young Terry Funk Who Is Also An Anime Superhero, is Kinnikuman's best friend and rival throughout almost the entire series, probably the second-most prominent character.

Huh, I might finally decide to check the series out then. Is it better to just read the manga(s) or do their respective animes basically cover the whole thing?
