Do they come up with the year names at the end of the year once they know what happened or at the beginning and just hope that its going to be a year of Wild Magic? Also what happens if like three years later there is a year that is even colder on the soul than the previous one? Do they have to change the name? Doesn't that mess with the archives?

The BG1 plot is fine and I like how it revolves around politics and rich people being jerks. Sarevok's entire plan hinges on entitled rich people willing to sacrifice thousands to protect their comforts, and he's right. It's a lot better than a generic fantasy "THE ULTIMATE EVIL" is coming or whatever and appropriately keeps the scale of the threat to regional.
