back in January Gaetz agreed to support McCarthy in exchange for the ability to put a motion to vacate the Speaker on the floor whenever he wanted. that’s when this whole “Speaker pro tem” thing was cooked up since they’d need someone to fill in if the Speaker was vacated but they don’t seem to have put any thought into what that role would actually be empowered to do except preside over the election of a new Speaker
