Florio (UGH!!!!!!!!!) had a post about this today but the gist is that if the browns have a wink wink nudge nudge in place with Tennessee the titans might hypothetically cut him, eat whatever cost is left, doing tannehill and his agent a big favor and Cleveland has to eat the rest of his salary under the pretense that he is good enough to escort them to the wild card round or whatever.
