It's more likely they underestimated it and thought it was just going to be a big barrage of Qassams that would be shot down by Iron Dome instead of a full on ground operation.

It's not an uncommon tactic. During the brazilian dictstorship, usual procedure when insurgents took histages was to consider the hostages as already dead, and just waste everyone. It held until a small group of marxist student s lucked out and kidnapped the US ambassador (Charles Burke Elbrick), and suddenly the brass could not afford to just bust in shooting and risk adding 9 holes to their benefactor's diplomat. They negotiated and released 70+ political prisoners. The ambassador himself was decently treated and even asked for the music records they played for him during captivity as a gift, which he got. Ironically enough, the main damage this caused to the regime was an internal split between hardliners who believed that they SHOULD have killed Burke and all the reds, plus all the prisoners, and the softies who wanted to stay on Uncle Sam's good side.
