They were getting drunk because it was the only safe and legal thrill available until car batteries were invented and you could throw them in the ocean.

and besides for non-spirits like beer (that often could be quite weak in the "dirty water" times) the boiling is prob a bigger reason for making it safer, 2-5% alcohol wont sterilize anything.
