Crippling the energy infrastructure during winter seems pretty wild. Especially when Russia is attempting to do the same and this is essentially a retaliatory strike. Overall breaking the back of the Russian energy sector through the use of destruction of oil terminals as well as energy transfer stations will be very difficult to mitigate overall. Especially since so much of the production is being moved towards the war. That some of these things are not exactly user replaceable parts. And they are extremely special. The inability for Russia to make these parts may significantly hinder its ability to continue wartime production if it doesn't have the energy infrastructure to support it. It is the most viable target on the market right now and overall it will cause essentially a wave of dissent. Through power outages job start to dry up a little bit. Rolling blackouts that are larger than what occurs now may be very detrimental to the state apparatus which relies so much on internet and television to broadcast its message. Pretty interesting troubling times for Russia.

Ukraine is not targeting energy infrastructure, they're targeting Russian energy export infrastructure. That's a major distinction. They're not trying to freeze out the population and getting them to dissent, that wouldn't be very effective, besides Russia is by itself already unable to keep their energy infrastructure running. No Ukraine is basically using drones to impose sanctions on Russian energy exports.

Are there any realistic ways the US can supply weapons and material without specific congressional funding? Like for example, the US transfers stuff to NATO, NATO in turn transfers it to Ukraine. I know there's been talk about using seized Russian assets - why isn't that a no brainer?

The current situation is caused by the "need" to ensure that US stocks are full after sending material off to Ukraine, which requires funding orders to replace said material. That funding is what has run out. There's something like $4 Billion of Presidential Drawdown funds still available, but the WH won't use it because stocks have to be replenished. Ignoring that the US has in excess of 3,000 M1s sitting in fields, unassigned to any commands. Or that the purpose of the European stockpile(s) is/was to fight the Russians/Soviet Union should they decide to go West. Still blows my mind that the party of Reagan is now gleefully suckling on the Russian teat.

To be clear, I'm still very concerned about the upcoming year and Russia holds a lot of advantages right now, most importantly they have a lot more equipment to lose in the first place.
