Ideally gerrymandering would be banned altogther by a constitutional amendment, but since that's never going to happen why not fight fire with fire?

Not sure what Emmett was planning to do with the SAM though. More seriously, they did actually have weapons-grade plutonium, which means they either found a source to steal it, or have a source to make it. Both are extremely bad for non-state actors to have access to.

There is no definitive list of who currently has plutonium in their inventory, nor a confirmed/complete list of countries who have manufactured it. Based on proximity, my guess would be either India or China as the source if it was found in Burma. It could also be stock that disappeared from the USSR following perestroika, if it found its way out prior to the Nunn-Lugar act.

These con artists described it as a substance used in the creation of nuclear weapons; because of the secrecy surrounding nuclear weapons development, it is difficult to disprove their claims completely. However, all samples of alleged "red mercury" analyzed in the public literature have proven to be well-known, common substances of no interest to weapons makers. You just can't trust anyone these days. quote:Two TV documentaries about red mercury were made by British Channel 4 television, airing in 1993 and 1994; Trail of Red Mercury and Pocket Neutron, which claimed to have "startling evidence that Russian scientists have designed a miniature neutron bomb using a mysterious compound called red mercury".
