It is absolutely a dog whistle coming from Galloway, and you have fallen for it. "Grooming gangs" has been used as a standin for "Muslim = Paedos" by the British press for years and any man on the street that sees the words Grooming Gangs will read that into it. That is the type of voter he is trying to appeal to by including that in his campaign promises.
