I get the feeling more and more that it's just a national trait to be as annoying as possible, both on a personal and on a state level -- just revelling in being disliked by everyone and everything.

I guess Germany's representatives in the European Parliament are there because they really are pro Europe and support what they want because they are not dependant directly in voters goodwill vs. all the politicians in Germany who love to argue endlessly and only do what they must to stay in power, i.e. What they think the voters and lobby wants. A good example is smoking laws. Germany was the biggest advocate for smoking laws on the EU level but in our country itself, the glorious Volksvertreter fought tooth and nail until we ended up with a flickenteppich of Nichtrauchergesetze that were different in every Bundesland. Bavaria only got one because of a successful Volksentscheid.

When Germany was reunited, there was a lot of fear that Germany would completely dominate the EU, so lots of rules and other stuff (like the Euro)were introduced by the CDU under Helmut Kohl in the early 90s to address that fear (look up the Maastricht Treaty from 1992). However, large parts of the "business-friendly" factions in the FDP, CDU and SPD have been extremely unhappy with giving up the autonomy they did under that treaty. Also some organizations like the German Central Bank (and to an extent the German Constitutional Court) were extremely unhappy with the loss of authority and autonomy under that treaty and those that followed it. However, in the previous decades, Germany had mostly lead from behind and from behind back rooms (as people were wary of Germany after WW2). This strategy continued to be followed after reunification, but as the EU has grown that has worked less and less. At the same time, demand for Germany openly taking a leadership position has grown. However, people like Merkel and Scholz still held/hold to the old pre-reunification strategy of leading from behind. So in the end you have the paradox of German institutions and politics having a huge amount of influence, while being completely unwilling and unable to actively wield that influence openly and taking responsibility for the consequences of the results of wielding that influence. Leading to everyone being unhappy.

It's not relevant who is speaking in the Bundesrat. That's all just grandstanding nonsense. The interesting thing will be after Kretschmer explicitly stated that the goal of the Vermittlungsausschuss isn't to Vermittel, but to stop the Gesetz entirely, whether other coalitions will be forced to abstain because nobody should be giving that Ausschuss any legitimacy. In other words, we'll see how many people have a spine today.

In addition to what previous issues said, there's also the issue of the federal system and its devolved issues. Actually doing poo poo to comply will encounter domestic resistance, not just directly from businesses or NIMBY idiots but also from local or state government and authorities who get annoyed at being told what to do in issues previously under their exclusive control. Plus, doing something might cost money so it's bad for the  SCHWARZE NULL. At that point the path of least resistance for a MdB in Berlin who doesn't specifically give a poo poo about a particular EU regulation (all of them, otherwise they'd have demoted themselves to Brussels) is to avoid rocking the boat until the EU court slapdown comes in 15 years later. At that point, it's someone else's fault and you're going to lose the money anyway so might as well budget for compliance instead of fines.
