it's pretty normal for construction contracts to have incentives / penalties for meeting / missing certain milestones related to schedule, budget, etc

there aren't incentives for "safe completion" because it's assumed you have to do it safely but there are definitely big issues you can get into if you have safety issues, especially if the contract involves any federal money, which is basically every large civil project

The same way the incentives always work. The government gives a private company massive amounts of money and the government receives nothing. The private company just cancels the project.
