They were made for Kill Team, the skirmish game, but have rules for running them basically as allies in any Imperial 40k army. But a rumor from rumor mongers with decent track records says there’s going to be an “Agents of the Imperium” Codex coming soon that lets you build Inquisitor or Rogue Trader armies, with Arbites being a part of that.
