This even applied to Trump (never locked up ). the only reason I would ever give this model of politics any credit is that I suppose the ultimate check on America's government is a bullet in the head, and the deep state would outright kill you if you weaponized the Executive for good. that said, this is largely a skill issue, and why a leftist president's first task should be filling the various agencies with zealots for the cause. if only out of self-preservation and self-defense.
