Technically, how? The only scooter feature that comes to mind that sort of fits is that one's feet go inside the frame (but one also straddles the frame, so it's a draw)
tire size? probably not a scooter
engine performance? not a scooter
handling? not a scooter
clutch? I don't know. Maybe the Akira 'bike has a CVT?

That was my (poorly made) point. There is no 'technical' definition of scooter, just a bunch of fuzzy characteristics that usually work pretty well in a general sense but are weighted differently by each different person.

*Some statutes do have technical definitions, like 100cc or smaller AND top speed less than 50 mph is a scooter for tax and licensing requirements.

2. This link is a nice article about Steve Darnell, who owns Welderup. The article mentions that Welderup Hot Rod & Fab Shop is in Las Vegas. (Though the shop was in Billings, MT until 2009) Because one can infer from the article that Darnell's cars roll, the statement in the article that the shop is in SW Las Vegas is of questionable reliability. Because cars drive.

What [Pagani] nail is the extravagance, the presence of a supercar. That interior is like a Swiss pocketwatch, it's exquisite, it's a literal work of art. Pagani makes works of art, emotional cars that require the owner or spectator to think about what they are viewing, or driving. It's more than just being fast or handling, it's more than being exclusive, or offering exclusive levels of performance at a price for the everyman. They are more "super" than almost any other supercar can lay claim to, and god do I love them for that.

It's a 61 or 62. The 63 did not have that full-length fold at the top of the body.

A '63:

The 61 had a separate grille around each headlamp cluster, the 62 added grille in the middle of the two to make it full-width.
