Sorry but the cartoon isn't open to your interpretation of "niglet" at all.

Firstly, there are no mentions of Black people, racism, race, whatever and secondly there is a piglet bearing the face of a white man named Nigel.

That doesn't mean there is no unfortunate lexical coincidence but it's pretty hard to see considering the context of the cartoon.
