In my opinion, this is connected with ISIS taking responsibility for the Texas fiasco. They're currently incapable of mounting any major operations in the US so they yell BOO a lot and hope we panic.

Australian breakers still trip at 15-20 amps which is sufficient to kill (by like two orders of magnitude). V = IR. The resistance of his body is a constant, so higher voltage means more amps can flow through.
