The Sega Mega Collection on PS3/360 doesn't have the lock-on extras because they flat-out stated they would've had to cut several entire other games from the collection for the time it would've taken to get working properly. The DS collection absolutely does have the lock-on features. It's also DSi-enhanced, so on a 3DS the framerate is perfect.
