Immigration then goes "right here, under 'R'". At the moment, it's "you can't come in because Peter Dutton says so", which is not a very robust system. Because, on the other side of the coin, you get immigration denying a dying student's family visas to come and see him and it's a shitshow of social media pressuring ministers to deny or undeny or overrule each other rather than a sane appeals process.
