FBI repeatedly refused to make any statements for days on whether or not it was terrorism and a lot of people seemed to think it was just a workplace shooting until that no longer made sense. Actually I'm trying to make the point that local offices have some discretion. San Bernadino was as much a workplace shooting as it was terrorism.
