I believe the Onechanbara Z games were rated CERO-Z and still managed to do pretty well in Japan, but I can't say if that's an exception or something.

The Z and Z2 games had decent visuals and higher profile voice casts, so I feel like that's not as accurate as it used to be. Then again, I don't know how much "cheap" is when it comes to JP game development.
