Depends on who/what is doing the dropping. If you have a laser system for accurate ranging/targeting, a system for measuring winds aloft, a skilled bombardier, and come in for a low altitude/high angle release, you can get drat good accuracy out of unguided bombs. A shot like that requires both luck and skill though.

The guy with the helmet strobe looks like he has an EOD badge on his nametag, so he may actually be someone who goes to work with an assault pack and IR strobe on a regular basis.

It's not really a solved problem though. The intelligence to recognize "person with a Russian-made gun" is not there yet, but even if they're getting close, the complexity would drive up unit cost and weight. The current system apparently relies on distributed processing, which leaves it vulnerable to EW.
