I got to say, having some of the minor issues I've never realized being resolved in V-II (Able to both buy and reuse Idea Chips, for one, as well as having sane SP costs for skills) was a very pleasant surprise. Hopefully Steam users will enjoy playing more Nep games too. EDIT: Incidentally, if for some really strange reason you don't want Re;Birth 1 on Steam or PSN, GOG also has it available. I highly recommend just playing Omega Quintet on the easiest difficulty if you only really care about it's story because Order Break can get really stupid.

Also there aren't enough silly Nep mods out there anyway, so go nuts. You aren't the first Nep modder for Stellaris, but you could make something fun for yourself and others that download it. Shame I don't have the game, sadly; otherwise I would be able to give some actual critique.

Yeah, the hidden chests that you get through Scouting are one-time only per playthrough. It's easy to get back to the same point in your playthrough through NG+; with tutorials auto-skipped and every story cutscene you've already seen skippable, you can get back easily in under 10 hours, even with re-fulfilling True End conditions. Heads up, GOG has Re; Birth 1 on sale right now for a good six dollars!

Unless you're doing the ridiculous post-game DLC, no, you don't really need any of the paid stuff. Just save yourself some sanity and do a playthrough of the easiest difficulty first, then you can decide if you want to do a full hard-mode playthrough after. If you wish to do so, go max out the weapon proficiencies for everyone and transfer that over at minimum.

Also you'll run into an early difficulty spike while you're in Lastation for the first time; buy and equip Life Rings when the shop starts selling them, and remember your buffs. Otherwise, yeah, you can generally wing it, just kill everything you see at least once and make sure you keep accepting new Quests when they pop up. If you care about True Ending, just look up a quick guide, but you can't screw yourself out of it; it'll just make you take a bit longer if you want it.

If you're doing all the cheevos for Re; Birth 2 and 3, the ones that concern the Stella's Dungeon minigame would be helpful (specifically, Histy's Rescue Plans for R;B 2 and Histy's Emergency Aid Plan Pack for R;B 3). You don't need the exp up parts of those packs, but if you just want to powerlevel and ruin the game's difficulty pacing, knock yourself out. Hilariously enough, PC 4GO has characters seemingly doing double damage - "total damage" seems to be about half of the bosses' HP when they go down.
