The people who would be influenced by the debate to finally come off the fence are people who would come around to one side or the other before the election, whether it was the previous debate, or one of the ones coming up, or some random news story.
It was a draw in a tactical sense, and it's likely that it was always going to be that way unless one side or the other really implodes.
However, I'd call it a minor strategic victory for Hillary, in that she's winning now and it won't do anything other than eat up a couple news cycles that Trump could (at least in theory) otherwise use to swing the race in his favor.
The thing about Pence winning is that, well, the win hinges on the feeling that he actually made his campaign appear to not poo poo the bed at any prolonged event and that's why it feels like he won.
But tomorrow is another day
of Trump!!
so that's another briar patch situation just like Machado would have still been even had Donald not poo poo down his leg for the 88 minutes beforehand.

This is only true if you think Americans are too dumb to understand several weeks of ad bombardment telling them variations of "A vote for Trump is literally a vote for Mike Pence. He will be president, not Donald Trump, who will not be involved except informally because we do still love him we swear"
Which I'm not saying is wrong, but I think it's a pretty silly hangup. The ticket is still the ticket, Pence can pick a VP or they can pick a new ticket, people will get it. I think.
